Thomas M. Byler
Tom Byler focuses on water rights and other natural resources issues to help clients navigate through complicated government processes and find solutions to problems. Tom has extensive experience working with landowners and local, state, tribal and federal governments on complex natural resources challenges. Tom helps clients address water right and other natural resources permitting issues, assists with water supply planning and project development, and advances policy issues through administrative and legislative processes.
Tom previously worked for the State of Oregon for 27 years, 17 of which he served as the director of two state agencies, the Oregon Water Resources Department and the Oregon Watershed Enhancement Board. Tom also served as a natural resources policy advisor for Governor Kulongoski and Governor Kitzhaber. Tom’s primary work location is in Salem, Oregon.
